The two most significant pieces of legislation with regards to the evolution of the organization and function the U.S. intelligence apparatus are the National Security Act of 1947 and the Intelligence Reform and Terrorism Prevention Act of 2004. These two documents were born out of what are arguably the two most significant global events of the past 100 years: The Japanese bombing of the United States Naval Forces at Pearl Harbor, Hawaii on 7 December 1941, and the terrorist attacks against the United States homeland on 11 September 2001.
Many experts claim that these two events are two most grievous intelligence failures in the history of the United States.
