The Federal Government should alter the use of the death penalty by allowing the families wishes to a considering factor in the decision rather or not the death penalty is being considered

I need a paper on the goverment altering the death penalty . This should be done by allowing the families to voice their wishes from the begging . Some families don’t want it some families to want it . The paper needs to be why it’s important . There’s needs to be evedience to support the plan and why it would be benifical . The evidence could be families that support the death penalty and those that don’t and why . Lots of facts  about cost . I will have to argue this point so it needs to be solid . Families have the right to heard . There’s needs to be clear pros and why this plan would work
