1. You have learned that a key strategic goal of many terrorist organizations is to draw attention
to the group, its goals and objectives, and to otherwise maximize publicity for a terrorist cause: (a) Analyze the role which news and other media organizations play in achieving this
strategic goal. (b) Explain what policies or practices you would implement to ensure that the media play a
constructive role in mitigating the threats posed by contemporary terrorism and how you would
implement them. Take into account potential First Amendment issues.
2. Propose a new domestic anti-terrorism (i.e., defensive) policy which would significantlyimprove the defensive posture of the United States against the threat of terrorism. Explain a)
what impact your policy would have upon civil liberties, b) why your policy would be worth the
costs it would impose upon those liberties, and c) how your policy would either comply with or
vary from current Constitutional standards.
