Three parts: intro, body and conclusion Intro what you want to say, a hookargument clearly put and literature along with your stand.
Body, tackle a single idea in each paragraph, evidence for the same and then connect it to the argument. 
Conclusion (intro in reverse) elaborate the new points. Policy points and areas of future research.
