PLEASE READ ESSAY FROM THE  TEXTBOOK LISTED and FOLLOW THESE STEPS 
 follow these steps:
1.       Describe the ideal.  You are evaluating the options based on the ideal, so first describe the ideal situation.
2.       Create the criteria.  Establish the standard based on objective evaluation.  What is the ideal?  How is it defined?  What criteria must be present?  What is the ideal situation regarding the government regulation of immigration?  What criteria must be present (think of at least three requirements)?  What is the ideal immigration policy?  How should the American ideals of equality and justice be taught and maintained?  Must exceptionalism lead to nationalism?
3.       Be a fair judge.  Your personal tastes and opinions are less important than the ideal you have determined.  You are basing your observations on how the subject measures up to the standard you set, not on your own biases.
4.       Evaluate the evidence.  Look for specific examples from the readings that you can cite in your essay.  How do the recommendations made by the authors in your textbook stand up against the ideal?
5.       Form the final analysis.  Your conclusion (your proposal or recommendation) should be based on the evidence you presented.  The best option will be determined based on the standard that you set and how well it measures up to your criteria.
