So first off, we need to identify the source of conflict. The conflict isn’t with the shelter itself, its concerns about fighting, drug use, loitering, bed bugs, diseases and the possibility of local property depreciation. On one side you have the Community Organization and on the other side you have the Neighborhood Association and Local Businesses. (Stangor, C. 2016) This is definitely an intergroup conflict, which is conflict between two or more groups. Conflicts come from one group being treated by the other group which is naturally in both humans and animals (p. 312)

When it comes to the shelter, there will have to be a set of restrictions. Not everyone can get accepted into the shelter. Besides, it’s only there to accommodate 100 homeless persons. There should be background checks and full physical examinations of all homeless persons looking to occupy the shelter, with documentation of medical records. If a person shows signs of specific diseases or history of a disease, that disqualifies them until proof of no longer having the issue. The same will go for signs of drug use or a history of of drug use, they should have to “get clean” be completely sober for at least 6 months before being able to occupy the shelter. Some people may have to show proof of drug rehab. Having these qualifiers and disqualifies will eliminate high risk persons from occupancy, drug abusers and those with diseases. 
   

There should be a contract that is written in 5 to 10 obligations. All persons are obligated to follow, and all persons occupying the shelter must sign and agree to them. Consisting of bans on loitering, drugs and fighting. Including, but not limited to rules in regards to treating others how you want to be treated. Doesn’t mean people won’t get upset, but at least it will cut back on fighting.  As for the rules, there should be a ZERO tolerance for any person breaking them. On Friday mornings or Saturday mornings, everyone comes together to clean the outside area of the facility. Should last maybe 2 or 3 hours. (Ex. 8am-10am). Everyone works together to clean any missed loitering or pick weeds, clean walkways, breezeways, etc. 
   

Now, ultimately this will keep trash off the grounds and keep the overall appearance of the shelter rather pleasant. Property values may even increase if all the rules are followed. As long as we keep the right people who pass all paperwork and screenings, the property value will not go down. (De Clercq, Thongpapanl, N., &Dimov, D. 2008) A study was conducted that “… analysed 232 Canadian-based firms which demonstrated that at higher levels of social interaction, will produce positive relationship between task conflict and innovation is stronger.” So as long as everyone is on the same page, it will moreso positively affect them and the property value.
   

Resolving conflict doesn’t have to create a problem. You should lead to the ultimate goal of peace. (Stangor, C. 2016) “When people all believe in themselves and the goals for themselves and him or herself are compatible there will be great results.” This is called Cooperation (p. 267).
