Create a document that provides guidance in the specific areas that need to be addressed in the new EOP project. Based on the FEMA EOP Guidance and any other sources you may find, provide an outline for each agency (Police, Fire, and EMS departments) that is responsible for a section of the EOP that acts as a guideline to help them through the process. This outline should contain:  the topics the agencies should consider when developing their section of the EOP.  a timeline for each agency to deliver content for the EOP.

Basically: Have a breakdown for what the police, fire, and EMS departments are responsible for in the Emergency Operations Plan. Then, give them timelines.
